Bravo Cyz... yes the border is white @_@. Why ?... because black border draws too much attention, especially for this kind of avatar. Yes I would rate that avatar as Super Weird and Freaky too.
At first I thought it might be from Higurashi no Naku Koro ni... but I'm not really sure. It might be from some old anime.
