so far there is no "proper" government or organization which is affiliate with Touma.

either is fine. Sisters are great.

Though my bet is in Kumokawa Touma.

The kumokawa sisters will make Touma's life a lot more easy. Be it in the dark side or the normal side. You can't never get wrong to have a maid that use pole dancing as a weapon and a sempai that has connection in the directors of the academy city
