The only psycho anime's that come to mind besides Higurashi are

Boogiepop Phantom, Serial Experiments Lain, and Paranoia Agent, oh and Jigoku Shoujo, and Ghost Hunt, had a couple of episode's that gave off a pretty creppy vibe.

and as far as gore you can try either Gantz, Claymore, Speed Grapher, Berserk, Basilisk, Shigurui or Mnemosyne

Innocent Venus has quite gorey parts. Hundred Stories I find psycho, at least as far as I got

Mnemosyne has both gore and certifiable psychos. Also extreme bondage/torture. Not for the faint of heart or right of mind.
