It's not going to help.. PNG is superior to JPG and you should always use it if possible. But it's possible to '' improve '' the quality by using sharpen/color tools, and when using videos for avatars be sure to check if better quality is available from that video from the lower right, as it's usually 360-480p by default.

The quality may be less or upscaled, but Photoshop will have much more pixels to work when resizing.
I'm not sure how videos work with upscaled videos, but they sure do deal with it better than any image program. It's not very noticeable though, but it is when you first improve the Hi-res/Upscaled image and then downsize it.
