No, Delaz fleet's flag is simply the Zeonic emblem over a red background with white crosses.
And the second is not from Neo-Zeon, as I've shown in my previous post, Neo-Zeon's emblem is different (yeah, second Neo-Zeon, not Axis). That's the alternate Zeon emblem which I think was first introduced in the G Generation games.
