I don't even see the reason why TLRD and Nisekoi are being compared to begin with. There are plenty of series having the genres Ecchi and Harem together. Heck, Nisekoi isn't even Ecchi (maybe sometimes but it's pretty rare)

Why they are compared is because in both you have shy guys who have crushes on girls but cant do it because they're forced to be involved with another girl whose family handcuffs them to the situation. Both guys are shy good with animals and generally friendly. In addition both of the Main guys crushes happen to like him also but are afraid to confess as well. And the final and most noticeable comparison is despite having a very solid plot it was diverted into basically a gag manga with chapter after chapter of uselessness. In To Love Ru it became a consistent case of nonstop ecchi madness. Nisekoi became comedy but both deviated from complicated but solid plots to become gag manga. Nisekoi was called by many (especially me) as the ecchiless TLR because of the constant ways in which the series is alike
