It's the opening movie for an 18+ visual novel being released next month. Impressions of the demo and a lot more have been posted over the last two months in the ero-game thread over in the Games section (check pages 31+ or so). But no, it's not an upcoming TV anime series or OVA.

As of now there are 7 manga titles running in Comic Sangokushi Magazine that have the word "Sangokushi" in their title.

As to how much these manga are related to Romance of the Three Kingdoms, I don't know.
