Besides, considering that the Bureau had given permits for mass weapons before (Runessa), not letting her use them on an emergency like this is silly.

AEC is tiptoeing the line by still having magic as the base. Isis weapons have chemical reactions as a base, making them the reverse (assuming she even uses magic, an issue which is still up in the air).

The only distinction between mass weapons and magic that I can find is:
The alternative to mass weapons are magical weapons (Devices and spells). They are "relatively clean and safe",[1] in the sense that they take a lesser toll on the environment and can be much less lethal compared to mass weapons of equivalent power.

No mention on whether having magic as power base or not matter. The concern is in the effects of the weapon. And in that sense AEC is no different than mass weapon. Not to mention none of the AEC's has been stated to have a non-lethal setting; only Bardiche's upgrade has that.

I think Keroko was refering to the disguissed contents of her bag, albeit that also could be related to the fact that she escaped from her home and doesn't want to de identified by her device and fight-style.

It could go in any way. She's currently training with a Strike Cannon but Nanoha showed interest on her unique fight-style and commented on letting Cinque and Wendy train her in improving her own style.

Which brings me to the question, are the number's abilities legalized under speciall permission? I mean, the likes of Nove, Deed and Otto can be somehow handwaved but Cinque posses a very physical and lethal power as she is, after all, the knife-nut loli version of Gambit.

Yup, that's the main controversy around the AEC weapons, they're dancing on the line of the mass-based weapons prohibition. Even Teana lampshades this in Ch. 17 by pointing out the legal troubles her "new weapon" is having to finally get to her hands. Teana with a reall gun/cannon will be as lethal(if not more) as Cinque.

Although the AEC equipment is intended to counteract the effects of Eclipse, but my feeling says that the equipment as if made ​​from materials that are very "fragile". I mean, despite having the ability to bypass the anti-magic effects, the effects are still not useful like what it says.

They're not 100% useful because they're still prototypes. They're trying to iron out the bugs in them.

To be fair, we didn't seen Curren going "Archer" onscreen yet. But it's still very suspicious all this art of her with a variety of swords. Being able to do Unlimited Blade Works is the only thing Curren needs to be propelled instantly into unquestionable Memetic Badass status.

- This chapter takes place "several days"(more than a week but less than a month, i guess) after the assault on Vandin Corporation. the location and route of the Huckebein is still undiscovered, the investigation continues.
- New countermeasures has been put in work to improve the AEC-equipement(apparently supervized by Mariel Atenza). And then, a small good new...
- Signum's Awakening:

Agito: Signum! ....Signum! Are you awake?

Rein: Signum!

Signum: This is...?

Agito: Signum, are you allright?

Rein: We're Agito and Rein can you recognize us?

Signum: I tought two angels were welcoming me ...but are you.

Agito: Even after awakening you're saying things like that *sniff*

Rein: We where really worried about you.

Hayate: Sorry, Signum ....for being the first one going and coming from heaven simultaneosly after recovering. However, i'm really glad you're okay ....welcom back, Signum.

Signum: Yes, my master.

- Tohma, Isis and Lily start their new life as apprentices on a single room. Isis complain about the room having the appearance of a reformatory's apartment.
- Erio and Caro comes to visit them, apparently they also know Tohma from before(Erio comments on how much has Tohma grown but Tohma is more impressed by Erio's height), presentations are made and Erio takes Tohma on his arms performing their now famous "yaoi scene" where Erio tells him he's glad he's fine even after all the problems. Tohma apologizes to Erio for the troubles but Erio reassures him thet they "got already used to this kind of work" and takes them to the training camp.
- Nanoha and Vita presents themselves with the same ranks they sported on StrikerS(Captain and 2nd Lietunant respectively). They divided the assistants in two groups, white shirts for beginners(Tohma, Isis, Lily) and black shirts for advanced(the rest). Vita mentions that the novices have forbidden to intervene on official activity, at least until they pass their first stage of training and learn to take care of themselves and their teammates.
- The training begins, Isis is confident about her physical prowess but 40 minutes after all the newbies are already tired by the warm-up exercises while everyone else is just ok, even Caro is enjoying herself xDU.
- Teana and Ginga join the practice and the warm-up ends to let pass to the combat training, everyone grab a Strike Cannon and start running around(yeah, they have a storage filled with those, apparently xDU).
- Vita start commenting her worries to Nanoha about having Tohma and Lily doing training with them as apparently she still don't have full thrust in them, still she's confident to raise those three to an average military level.
- Vita orders everyone to gear up in thier own suits for a mock battle, everyone is impressed at Tohma and Isis's protective gear(Caro even points out Tohma's sinister appearance). Tohma notes that his eyes are now green-ish blue instead of red. Subaru point's out that it's thanks to Lily stabilizing their power to allow him to use his body freely.

I self quoted myself because once again new stuff got tranlated in spanish so this this is my traditional(unwanted?) summary xD Let's begin!

Spoiler for A tale of two Eclipses:

Ch. 18 (Pt. 2)

- Tohma's vision starts in "terminator mode" but Lily quickly returns it to normal explaining Tohma's green colored eyes. Nanoha and Vita order the treinees to prepare for a mock battle, Isis gets excited.
- Meanwhile, Ciqnue and Fate visits the attacked installations of Vandin Corp. and talk to a business man from the company that explains a bit more about the Eclipse "hunger" compoaring the consequences of the abstinence to kill to as treated by the mind and body as a biological anxiety akin to the desire to breath when underwater, they're not cannibals but they can't live without destroying or killing as they're weapons that exist to kill society.
- According to this man, Vandin Corp. is working on a "solution" to the problem, also mentioning that their perspective of the matter is a bit different from that of Caledfwich Techniques. The man is negotiating with Fate about the cooperation of Vandin on the case providing info and samples of the virus and the replica divider in exchange of info about the Hucks next appearances.
- Action moves to Administrated World No. 14 where two Eclipse infected: a muscled man named Dego and a fine-dressed man called Marty, discuss about having found "a good place to eat". A ragged girl called "Fifth" travels with them and is revealed to be Dago's Strosek Reactor which he treats very harshly(menacing to crush one of her arms if she don't work well), Marty is a mroe smooth guy and proceeds to analyze the town with his own "terminator-like" vision. He talks with Dego about this being their first time doing "this kind of job" and proceeds to use her pistol-shaped divider to spam the small town with various blasts. tehy appear before the panicked townsfolk calling themselves "humans's natural enemies" promoting that some of them will receive the "baptism of the Eclipse" and be able to survive.
- They get interrupted by a barrage of missiles coming from Arnage who appears before them alongside Veyron, Marty instantly recognizes them as members of the Huckebein family while Arnage badmouths them about their Replica dividers, Veyron nonchantly tells Arnage is useless try to talk and predicts these guys deaths. Dago gets excited about the prospect of a battle while Marty is just annoyted. Chapter ends.

Ch. 19

- Battle starts. Veyron fights Dego while Arnage go after Marty. The two former seems to be equally matched while Arnage is having troubles hitting Marty who is dancing around trough her bullets. she is pissed about this possibly being missinterpreted as the work of the Hucklebein family and demands they must take responsibility of their actions, she corners Marty and shot her gatlings point-blank at him while Veyron apparently gains the upper hand against Dego and blasts him. Arnage is worried because she killed Marty without asking him about their activities.
- Turns out Marty survived the attack and surprises Arnage with a powerfull punch in the guts that rockets her into a wall.
- Fifth binds Veyron while Dego recovers and blasts him in return with his "Bullet V2", then he trashes Fifth for not coming sooner, Veyron gets up`and Dego force a reaction with Fifth activating his
Strosek Reacted Divider VC9 "Chrome Greed", takes Veyron's head and throw his divider away while "attacking" him offscreen, a bloodied-face Veyron say to Dego he reminds him of "many unpleasant things".
- Arnage recovers from the punch and recognizes the evolution of Marty's infection that already reinforced the elasticity of his skin and muscles which also augmente his defensive power and the strenght of his arm, still below the level of her fellow Huckebeins but enough to become immune to bullets. Arnage then activates her Divider-718 Reacted "Plasma Chain"
- Dego and Veyron engage in arm-wrestling fight while the former says to Fifth inside him that "this world has no god that saves it". Veyron promptly rips Dego's right arm appart, Dego swears to him but Veyron grabs his face with his "Claw Garb" telling him to shut up and proceed to blow his head, killing him.
- Arnage destroys Marty's divider and then tells him to die and shoots her "Plasma Discharge" attack.
- Marty survived because Arnage, in her own words, have some little mercy unlike Veyron. Marty is interrogated and he identifies the girl as being called "Strosek the 5th", he also explains they were performing a selection process which consist in spreading the Eclipse virus on the village and take the survivor ti give him the "strange" Divider their "sponsors" commisioned him and Dego with. Veyron ackowledge the possible survivor as a carrier of the "zero factor". While asked about the identity of thier sponsor, Marty hesitates because he's only an employee but he manage to remeber.
- Before revealing the name he's about to ask them for something with a worried face, then an impact on his head kills him instantly. Arnage initially suspects about snipers but Veyron dismiss that, Marty's head was damaged from the inside hinting that apparently he was programmed with some kind of self-destruct program set to detonate under certain conditions ...Veyron say the last time he witnessed something like that was seven years ago. He tells to Arnage that they already accomplished Curren's ordersand must return, Aru ask Veyron if they can take Fifth with them, Veyron says he don't cares and that Arnage will be responsible of take care of the girl. Aru is wondering if Fifth will be able to supass Curren's expectatives and ask Fifth if she wants to fuse with her like Lily and Tohma, after all the ordeal Arnage is happy to have found a "puppy" xDU.
- Meanwhile, Nanoha tells to an exahusted Tohma and Lily that, for now, things between S6 and the Huckebein family are calm. Whic Tohma finds intersting.

....the excuse of the Hucks starts to take shape and apparently Veyron have a knack for having a bloody face and screwing arms in battle xDU. Hucks really hate fakes and don't want anyone to mess with their job. So far, Vandin and Caledfwich are apparently independet from each other(but they already acknowledge the existence of the other) and things get more shady. Curren's "Big Family Reunion" is just around the corner. Let's see what happens.
