It is. That was the whole point of Oriana attacking Hinegami was because the Cross was a powerful defense mechanism, as high as the Index Prohibitum defense.

It's a minor bit of information that the Anime had left out, but that cross was a seal to her Deep Blood powers, it's not the same as the walking church of Index.

Well, it's a fair enough assumption; why would someone not connected with wizards wear one? It's gotta be loaded with magic to keep back her gemstone ability. She isn't exactly normal; she just isn't a magician.
