Yeah, that is the more likely reason. The attempt to turn it into the next The Sims with a dozens expansions have failed. And with The Sims 4 coming out, they don't want Simcity2013 around anymore.

I don't think it matters whether Sims 4 is coming out or not and probably more likely to do with the lack(?) of profit from Simcity. EA is pretty aggressive at culling games that are no longer profitable which is why i've gone back to finishing up SWTOR before EA decides to stop renewing the SW license just like what happened with Warhammer Online.

Typical EA. Buy a studio, impose stupid sanction on what a game needs, then close the studio when it inevitably fails.
Next up, Bioware. Probably.
