i wanted to know if there is any romance manga or anime on the story of a scarred girl like Hanako Ikezawa in katawa shoujo or the doujin Happiness of a Certain Burned Girl

Well... not a manga or anime... but you can try the VN called Katawa Shoujo. One of the girls is both emotionally and physically scarred. It has sex in it but you can turn it off if that's your thing.

Ok apparently I lack reading comprehension so... yeah...

Try Koe no Katachi. Not exactly physically scarred but the main girl is a deaf mute with the emotional baggage to come with it.

Mmm, maybe Bitter Virgin? A manga about a raped girl who learns to cope with the tons of issues that the event caused her and finds "love"?
Can't see, can't hear but love? A webtoon about the love and tragedy between a couple: a deaf girl and a blind guy, with all the drama only koreans know how to overplay to get you to cry?

Sayonara, Zetsubou-Sensei has Abiru Kobushi who is normally covered in bandages & emotionally withdrawn.

Her teacher is the only person she opens up to, especially when she can talk about her hobby of stroking & collecting animal tales, which is the source of her wounds.

While I have not seen it, and only know it from a certain Youtube group's "best romances" list, you might like Jacuzzi and Nice from Baccano. As I understand it, Nice lost an eye and was horribly scarred when she was still little in an explosive accident. Her childhood friend, the shy Jacuzzi, then found someone to put a big sword tattoo over half his face despite being just a child himself, all so that she wouldn't be as ashamed of her scars.

You might try Tokyo Majin,there is not much focus on it, but main heroine ha large Burn scar on her back and event caused it seems greatly affect her even long time afterward.
