I don't really remember too well, but wouldn't an apprentice be someone who has never done a single day of sanctioned training under TSAB authority before?
Because by the time of StrikerS, that doesn't apply at all to the Forwards, who true still do have a lot of work to be done, but are definitely not initiates either. |

I don't remember seeing Subaru or Teana wearing that uniform during their days as beginners in the A's-to-StrikerS manga.
That makes me wonder ...Tsuzuki has a master plan from the beginning? He already know how the series will end? ...or the guy is making things up as the story is progressing?

Well, at the very least, the blue colour is a first.
Neither Nanoha or Hayate wore that colour even when they first officially joined TSAB as a AF/GF Cadet as shown in the A's manga. Though it was a black/white manga, the colour tones were clearly not blue. Fate is out of the equation, since we know they wear black regardless.

Except that being a cadet in any uniformed or armed forces is essentially what being a trainee is.
I actually agree with Raiser and feel that it's more of an aesthetic change. Normally, we have rank insignias as an indicator, but Nanohaverse kinda forfeits them. I'd say there's a bit of distinction issues in regards to what quantifies as what. In some scenarios, the war/military/police schools that Subaru and Teana went through as essentially what constitutes as a cadet phase. Yet it's a bit different for Thoma and Isis's, unless there's special treatment involved.

Thoma, Lily, and Isis aren't full members of the Bureau. They were just kinda 'drafted' on the spot and didn't go through the usual procedures. Those uniforms could mean "Not full Bureau members, but are still working with them so don't be suspicious of them."

I think there's three explanation for this, varying on how generous your opinion on the writer is
The list (sorted by 'nice'ness): 1. New uniform standards. Not that unusual, since uniform designs, military and civilian, has change from time to time (though you gotta wonder why the other sets remains the same) 2. Tsuzuki forgot his continuity. Again. 3. Merchandise. My personal choice? Quote:
