Uh - No, Light kills whoever does anything "bad". It doesn't have to be batshit insane bad, just bad - Like stealing something.

I think what the person is looking for isn't insane along the lines of homicidal or suicidal. I guess what they meant was more like a Haruhi Suzumiya-type. Completely irreverent and over-the-top.

If you like anime's with crazy/insane people in em id go hellsing, its gory, scary, and a hell lot of fun, ova's are crazy so is the anime def worth watching.

Alucard is really the definition of insanity. However his character is not one that just lets insanity leak out of it with his actions even though he does some mind numbing stuff. You have to listen to his words and rationale. Thats where the nitty and gritty comes.
