It actually makes sense, at least in 2 of the side routes. Not sure about Tsubaki route, have to replay some time to know for sure.
As for the others:
Spoiler for Kanon's route:
Kyousuke appears in TV at least once, if the people who know Maou in person from Sannou corporation see him in TV, he will be exposed, which would possibly make them wary about him, which could gravely endanger his plans. Also perhaps he "found love" or that was just an excuse to immitate Kyousuke who was shown to be close to Kanon in TV.
Not to mention the "headaches". Kyousuke is not the only one who has them.
Spoiler for Shiratori's route:
Police Investigation. The kidnapper is one of Maou's pawns and at the very least not one of the "lowest" kind, at least he was aware of Yuki being involved with Maou. Also Shiratori will be investigated... perhaps due to the suspicious aquisation and loss of shares by the Tsubaki family even the kidnapping incident may come to light and that would not be good for Maou, though it appears that it at least didn't affect Azai's company too much.
And how Yuki had to act hastily and give up on killing Shiratori's father also shows that the police probably discovered something about her.
That still doesn't explain why Maou would abandon his true goal: to release his father. It's implied in those routes that Maou is never heard from again. I believe Haru actually says this in one or two of the routes.
Regarding Kanon's route, Maou's hate was built on over many many years. He went as far as faking his own death, risking his life multiple times, joining a terrorist network, and killing lots of people. Then he suddenly says his hate has been replaced by love and he abandons his plans because his brother fell in love? Doesn't make sense at all unless you assume at that point Kyousuke is Maou.
Regarding Mizuha's route, the ending of that route takes place 3 years after the story's main events. IIRC his father was to be executed within a year or 2(need to double check this), thats why Maou needed to act now. I find it implausible that Maou would not take any action during those 3 years, even if his plan was ruined. He would adapt his plans. This guy is a genius after all. I think if it came down to it, he would simply try break his father out of prison with force, even it was a suicide mission.

If you take the assumption that the other routes other than Haru is an alternate universe and Kyousuke=Maou, this 'Maou' didn't went so far to fake his death since IIRC he's been with Genzou since he was a kid. I don't remember where Haru mentioned about her past where her parents got attacked by terrorist, but if it's told in her route then maybe different things happened in other route and that her hatred for Maou was because similar things but different situations?
The other route Maou might also have different motivation than Haru's Maou too since IIRC his motivation was also told in her route.
He just pretends to be the love-struck Kyousuke (who was shown on TV together with Kanon that is) as an excuse to leave the Sannou Corporation (because if someone notices that he is not really Azai Kyousuke, he is screwed) and tries a different plan, but before that works out the headaches (which Maou himself said are happening more often recently) get the better of him and he ultimately fails and perhaps even dies to having headaches in a crucial moment, which leads to no one ever hearing of him again. As you can see "it has to be Kyousuke" is NOT the only plausible explanation.
If he really "helped" her, then Haru would just say somthing like "yes he helped me", but instead she choose to say "yes - he OFFERED to" which strongly implies she rejected it, otherwise there was no need to talk about "offering" it if she really had accepted it. Not to mention Haru also say "YOU are the only one for me after all", so it clearly shows that Haru stayed loyal to Kyousuke. I mean considering this woman had spcifically grown her hair for years for Kyousuke without even knowing whether or not she would even meet him again in her life, clearly indicates that she would not get "side-tracked" by someone else offering her comfort, escpacially not after the last stunt Kyousuke pulled to protect her.
