The author has clearly shown he has the intelligence to adapt his powers on the fly to overcome dangerous situations. An comparative example would be someone like Goku. Ise is by far not dumb as a rock. Like GDK said he is very smart when it comes to using the tools available to him as a way to win. He works with what he has to make up for his other shortcomings. He knows he is not a genius and that many things are above and beyond him. Despite that he stands and fights and uses what he has to find a way to win.
