According to http://www.animeondvd.com, Geneon has solicited the "Sugar Summer Special" for May which means that it is now licensed.

I thought the Summer Special was two 25 minute episodes, the announced DVD contains 100 minutes. Wonder what it fully consists of?

I'm not sure. Perhaps it's a misprint since I doubt a 100 min DVD would cost just $19.99 MSRP.
