She can, but didn't demonstrate it yet, but there's more effective ways to take down several enemy at once using her coin, by throw it up to the air and call upon a thunderbolt using that coin as bait on to her foe head, I imagined she scream: "Rain Thunderbolt!!!" when she throw a bunch of coin to open air on her enemy head.

It remind me to Zymeth, one of Hero unit of Lotus Clan in RTS Battle Realms game, whose described as:

Master of the Lotus, he can call rain to his land and lightning to his foe

Biri biri come in at no 6 and is the first female.
Touma, that pimp, is no 3 and 3rd male while Mr Accelerator is no 17.

Must have been a lot of females voting, the top tier is domated by males...

There are enough characters for a harem in the railgun series, but given the nature of the Index / Railgun series I wouldn't expect a harem scenario. From top to bottom for a pair ending, it would be either:

(1)Touma / Mikoto (Touma has no major interest in Index)
(2)no pair ending given the series can be serious at times
(3)Kuroko / Mikoto (Almost impossible because it's one sided)

I'm surprised and not surprised at Mikoto making top female. Surprised because the majority support another character from another series. Not surprised because she's current and has staying power (2 series to be exact)

The Sisters would go in a coma as well. The entity created is a artificial angel much like Hyouka. Aleister replicated the process causing the Sisters and Last Order to go in a coma. The whole Level 6 was a lie. Apparently he was counting on somebody to beat Accelarator so he can spead the Sisters around the world in a bid to allow an entity into the physical world. Everything went as planned.

Besides, level upper doesn't really work like that. Level upper only create some kind of index so a person on the network can use th ability of other person on the network. So if mikoto use level upper, other people will be able to use her ability, but the only thing she'll be able to use other than her original power is lower level ability(which won't increase her level).

It really doesn't work like that.

it did give a little boost but by borrowing the strength of others. The only one that can use the multiple ability is like the host or server which is the developer the stripper professor. It did give a boost but the side effect of it is getting into a coma state. I forgot the exact reason but its still connected to the concentrated AIM

I'm surprised that araragi and sugisaki are both on the top ranks. Hmmmm being ero baka sure has their own baka charm. But its surprised me that their are 3 bungaku characters their. Beside the bake,index and setokai and the bungaku shoujo. I don't have any clues about the other light novel specially the top one. Its been green lit to be aired on january 2010 and I don't have much clue about it.

about the sister event..... their not happening yet as of the current time in the current railgun so its impossible. Well the sisters are being develop as we speak at that time and just starting to function but not fully operational. And Research takes time so that the info about sisters are not their yet to be used when they start the research about the concentrated AIM plus the sisters about another hidden agenda that Crowley wouldn't allow anyone to interfere until its finally completed.

I'm not sure about this one. Well it did happen in the anime but I'm not sure on the novel..... I haven't read anything about her being able to influence the weather but I'm sure she can produced billions of volts of lighting strikes.

Potential difference. The clouds, and the sky in general, collects negative charge, while earth is a positive. When the difference becomes great enough to overcome the resistance of the air (based on any number of factors), lightning strikes.

For Misaka, all she has to do is make her own magnetic field really, really, positive, and the rest is left to nature.

Of course, it's guaranteed easier when the environment works with her and not against her, but the air nearly always has humidity of some sort, and water vapor will get you a charge to work with. But what really matters is that there's a potential difference, not clouds (which carry that difference as a matter of consequence of being made of water). You could have negative bubblegum bubbles floating the sky, and if they had enough negative charge they'd produce lightning.

by manipulating electron,
she said her self that her body emitting electromagnetic wave so she can detect something in her "radar" when that things returning her electromagnetic wave (battle with scientist bitch in manga)

So in order to call upon thunderbolt to her opponent, she just need to manipulate electromagnet around her opponent air. Once the Negative and Positive energy reach proper amount to create a thunderbolt, she can electrocuted almost every things in her attack radius with 10.000++ volt strike.
