1.Elfen Lied - way too many sad moments to mention, and contains one of the saddest final episodes in any anime
2.Grave of the Fireflies - sad to see the what war can do to people 3.Air tv - pretty much every one in the anime has a tragic life. |

Well, if we're talking about consistently forcing you to the verge of tears for the length of a series, then Kimi Ga Nozomu Eien is definitely tops. However, I thought the ending was resolved rather happily.
Elfen Lied was the saddest for me, because in my mind there was no real resolution at the end... Spoiler for ending:

Kiminozo is sad...but the only anime to bring me to tears was Nana...the end of Ep. 47 and the end of the first Nana movie both brought me to tears...and I couldnt rewatch either (or listen to the song Kuroi Namida) for a long time after my first time watching them.
Fushigi Yuugi also made me cry everytime a character died. I just couldnt take it. |

There are many scenes in Toppa Tengen Gurren Lagann that really pulled at my heart strings.
I find it's hard for an anime to be generally sad as they are usually too long for that, there are certainly impacting scenes in them though. But the saddest things for me are usually manga/games (Tomoyo After & The Hotel are recent ones that come to mind for manga, and MinDeaD BlooD for games). However I would say Fullmetal Alchemist and Code Geass have overarching themes of sadness to them, for me at least. For both of them it's probably the theme of losing innocence or happy and peaceful days, and there's just no way it can ever be like that again. A meloncholic atmosphere would be more appropriate. Thinking of sad anime Iriya no Sora, UFO no Natsu comes to mind, a 6 episode anime OVA. Definately bittersweet. |

Rose of Versailles has to be my all time best tear breaker.
Then there was Candy Candy, little princess Sara and maybe some other older anime that I can't really remember right now. Sure a lot of other animes made me cry sometimes, but I wouldn't consider them as being overall sad.
