Then again, that could easily be something a very devoted fan would do. "I want to be closer to Mikuru-chan, even if it means my death." That sort of creepy thing.

I guess anyone who did that would be forgetting that Taniguchi was also in there...

There were location scouting videos on the FMP-Second Raid DVDs, that showed that they even flew to Hong Kong to get reference material. They also visited a public weapon demonstration of the Japanese forces.

Yes they don't do the old rotoscoping style for backgrounds. Looking at the real place and the artwork you can see differences (like maybe some benches farther back then they usually are, or less wires, or removal of other real world clutter), but it still looks like a real place...or an idealized real place.
