Ikki tousen fits the description quite well, although I don't particularly care for the level of animation in the anime version.

Ill Second, Fate Stay/Night
Gungrave - Not so much action, overall story is pretty much drama, but you could get some action still.
Elfin Lied - Bloody..Drama
Utawarerumono - More War type action rather than fist fighting, has drama.

Thanks for the suggestions the only one my local store really had was elfen lied, and when i bought that the guy at the store gave me one hefty warning and elfen lied was perfect I enjoyed it very much. I'll take a look into the others more when i have more time.

on another note can anyone answer me why the cousins in that show are so umm friendly? that was probably the only part i didn't like besides from the ending not being so clear

So the store had Elfen Lied out of all the animes listed here? That's pretty surprising.

As for the cousins thing, I don't remember exactly, but... were they first cousins? They could very well be distant cousisns. I think Japanese law bans marriage for third cousins or closer. Either way, there are actually quite a bit of cousin(and brother/sister who are convieniently not blood-related) relationship in animes. Just pretend they're VERY distant cousins and you should be ok.

If you want lots and lots of Drama with a little bit of Action in the mix watch Meine Liebe and the sequel Meine Liebe Wieder
Oh and by the way don't let the shounen ai thing in Anidb fool you because it isn't that at all just mostly a lot of drama

Elfen Lied and Utwarerumono, although someone's already suggested both.
Gunslinger Girl perhaps?
