I was not talking about a hostage suituation.
I doubt than such projectile would be really precise ( the rotating chain is most likely to affect the trajectory), and the fact than we are not talking about a super hostage taker, but ( if is profile is true) a 16 year in law school. Most likely a bright guy, but not a above-average men for the physical.

The accuracy of any weapon is directly proportional to how badass it would be for it to hit the bad guy.
