Saten is also my favorite character of railgun anime. Which is also the reason why I was able to finish the series though I did marathon it while I was having free time.

As for my opinion on the matter:
All characters have their meaning and place in the story (whethewer we like them or not)
Their role is sometimes bigger, sometimes smaller and it's Kamachi who decides on it.
Heck, if he wanted, he could make her become level 6 and beat up Crowleys ass

Plus, people don´t cosplay as anime characters depending on their accomplishments or level, but depending on how much they like them and how big is their will to cosplay

And common facts - The cosplayers most of the time choose characters with unnatural clothes and accessory (to show off)
Saten and Uiharu have completly standard school uniform, that you can buy anywhere IN JAPAN.
And even the flower hairpin Saten wears can be easily bought and it's not that hard to make Uiharu's flower headband.
And mind how many people were at that Comiket (500,000) and how many photos of cosplayers were put on internet..

PS: she is my fav too in Railgun, though I like all four (Saten>Uiharu>Misaka>Shirai)

Lets see...there was Shana-tan, and Hecate-tan, and Index-tan, and Nagi-tan, and (Haruhi-tan?), and Inka-tan...and probably a Louise-tan (I don't recall), though I don't think there was a Taiga-tan (she's really a tiger). Just something is turning these tiny girls into flatchested loli. Something must be done......
