A dark and disturbing story which I am not too sure whether to put it up or not.

Kind of hard not to be disturbing when the antagonist has Serial Killer lineage...

OCs in this twisted story:

A Butei with Phantom thief heritage fit in here because being a kleptomaniac obviously means the character is unsuitable to be a butei who has to uphold justice. The genetic kleptomaniac trait is the Butei's darkness. He is on the combat side.

A female butei who behave like a typically private eye detective of nior genre.... as a parody. Being a normal person, she doesn't do much fighting...but... like a noir detective, she is a very determined to get things done. More involved in detective stuff or just to annoy the Phantom Thief Butei (her partner) with her noir detective monologue. More competent than she appear to be. Have no darkness but has a dark past in form of her father's death....an unsolved mystery.

A Tantei (detective) character fit in here because he highlight the difference between being a tantei and being a butei. Tantei is only interested in the truth.... He is willing to violate any Butei's charter(namely trusting your partner, completing one mission) for the sake of justice and truth. Despite of being an 'A' rank butei, He doesn't do much fighting and is more involved in detective stuff. Reason being, he simply can't keep up with the powerhouses.... Jaeger's Lust, Hysterical mode, Irokane...etc. Put him in the league of normal people, he is almost like a superhero. No darkness but has dark past of constant betrayal which leads to abandonment of butei law.

An Elite butei of certain Interpol Special "Arrest" department, Gravedigger (operate under the codename of Miia). Very quiet and never speak. Due to having Jaeger's Lust from her heritage, she is Hyper competent when it come to fighting. Wear a white hood with bunny ear...and do things that hint at her heritage rather than outright state it.
Her Darkness lies in her heritage, Jaeger's lust trait can only be gain from a lineage of hunting and killing fellow humans being which she occasionally show her sadistic side in hunting down her target.
Her dark past is the mass murdering of her entire family done by that guy below her.

A butei on pardon plea. Top ten Interpol most wanted man, has the ability and skill-set of all the four characters above....due to Serial Killer lineage. Almost as bad as Joker... The Masters put him on pardon plea for good reason and also due to his uncanny talent of accurately profiling other criminals. His darkness and dark past is his lineage and seriously screw up family (Mass murder Mother, father who has been driven insane and turned to the dark side by the said mother, a Sister who treat murder as an art form...etc).

one of Antagonists.... is a Female serial killer who happened to be the Serial Killer Butei's sister.

Darkness on Canon character' side is Kinji's Hysterical mode.

To the outside world, they are elite butei but the truth is they don't actually follow butei law. They are known as the Saibantei (Judgement Detective) which can be shorten as Saitei(the worst), they don't deal with your typical criminal, they deal with monsters. To fight monsters, they have to become monster themselves, willingness to abandon all rules in the name of justice.

Their codename Mia is actually stands for (making monsters go) "Missing" Is In Action.

Only butei who has broke the no-kill rule can be recruited into this little group. Though the bunny-ear Butei is an exception which is why they are sending her to Butei Academy to make her not an exception...(since she had already kill someone, all they need was for her to be a butei)

Dragons are Awesome so starting with Dragon.

Humanoid dragons who lived in Dragon valley, originally a beautiful land with lakes but turn into a land ravaged by war long before the story start.

Through the use of Dragon Shard, their Aerial/Annihilation Force can transform into your generic fantasy flying dragon. Huge, armored Fire-breathing horror.

One major racial concept which all Dragons has inborn is Honor. They value Honor above everything else. However, the term honor is a little different from human's definition of honor and the way they do it is very different from humans.
Their definition of honor is mostly in term of duty.

Hierarchical Duty/Honor:
First Oath: To Dragon-kin (as a race) Most important, if killing their king means the safety of their race, they will do it.

Second Oath: To Dragon King (related to First Oath, since killing the dragon king may have bad consequences to the race).

Third oath: To Bloodline (family, related to First Oath since family unit will raised Dragons who will contribute to the race)

Fourth Oath: To Nation/Homeland (Actually not considered important by the dragons since Home is where their families are. But relating to First Oath, Safe heaven to raise Dragons = Contributing to the race)

Fifth Oath: To Dragon's Higher Authority (their commanders, related to First Oath as in the Commander will always try to make the best decision to help the race)

Sixth Oath: To Comrades who fought with you (Most personal level, Dragons are loyal to friends. This Oath is unrelated to First Oath)

Seventh Oath: To Allies who join force (never stab them in the back). (First Oath (since this time others are contributing) + personal feeling)

Eight Oath: Respect everybody's dignity (Never humiliate others regardless of race). (Personal Level due to Dragon's Grace.)

Ninth Oath: Honor your Enemies (Always fight with your best ability, not doing so is disrespectful to your enemies) (Personal Level due to Dragon's Wrath)

Ten Oath: To Self (Also counted as first oath, One less Dragon = One less Dragon helping the race)

If they disgraced themselves, unlike in human society, they would never commit suicide. By killing themselves, it does not redeem them from tainting their family name. Instead, they must redeem themselves through deeds. However, volunteering for a suicidal mission works just as well.

Dragon's morality is simple, best described as "An eye for an Eye". Treat a Dragon with respect, they will treat you with equal respect. Treat them like dirt and they will not respect you.

This is also the primary reason why Dragons don't get along with humans. Humans like riding dragons(there is even a Kingdom with Dragon riders) but dragons HATE being treated like a mount (the said Nation is treated as Enemy). However they don't like to treat humans like a mount either. They rather kill their enemies than to humiliate them.

Dragon Criminals tend to be very cruel because they don't kill. Irony since normal dragon is willing to kill a Child if the said Child tried to kill them. But their reason for not killing is not moral, they don't kill because they prefer brutalizing/ torturing their enemies and leaving them to die.

The Dragon originally worship a Dragon god but eventually, they switch to a religion that worship all deities to learn to tolerate other races and their religious belief.

Levia/Wurm/Serpent-Kin
Name in Original Tongue: Rasara

While they may like a dragon but they are as related to Dragon as Ape to Monkey. They share common ancestor but at some point of time, diverged from dragons by merging with the Serpent-kin.

Due to having a direct (Serpent) lineage to Six-Arm Destoryer, Rasisa, they wield powerful (destruction) magic and their scale are so tough that even magic enhanced weapons could barely scratch them.... you need a weapons designed to hunt down giant monsters just to take them down.

The combination of high strength(dragon-side), magic potential(serpent-side) and insane durability(own race) means that they are fully capable of mowing down entire an army effortlessly and is exactly the kind of race whom you should really run away from. But humans in this world is very "brave" in a too dumb to live way.... and still somehow manage to emerged as victor.

Their appearance-wise, their upper half of the body resemble the dragon kin but their lower half greatly differ. Levia's lower half is more serpent like, longer tail which they can stand on and instead of legs they have fins in place.

Despite of sharing common ancestor with dragon, unlike dragons who prefer Law and order, Levia prefer Freedom and Chaos. It was somewhat a common belief among the Levia that only through constantly challenges all obstacles can one improve itself.

One defining attribute that all Levia share is Greed.... Everything about them (culture,belief, personality trait) can be linked back into this one Sin.

Let put it this way: Their greed is so great that it warped and turned into something positive for them.

Because unlike human's greed (not greedy enough), they are not concerned with petty amount of resource, they tend to think long term (Acquiring more resource is better than being satisfied with what little you have gain).

Being a fair ruler who does not raise tax unnecessarily? To Ensure that their Citizens is capable of keep paying taxes (Punishment for Tax Evader is death via torture...not good, one less person to collect tax from? Really bad). Don't mistaken them as good ruler though, every citizens in their charge are not actually paying taxes, they are paying a debt which they can never repay. And Levia are basically Loan shark who make sure you pay your due.

Making sure everybody in its charge is safe? To Ensure that their Citizens able to pay their taxes (every live counts.... one less live = one less person they can collect tax from).

Thou shall not kill? To be able to extort or steal from them in later time.

Being honest and trustworthy? People can trust them and pay more money because they are assured to have the highest quality.

Cooperation? More resources can be pool into gaining even more resources.

You should be able to get the point by now.

As mentioned earlier, Levia and humans fought a war once but Levia technically lost the war...due to their selfish nature played against them, leading to humans slaughtering almost all the children and female Levia.

This means that it is only a matter of time before they become extinct but fortunately thanks to some greedy asshole, they manage to find ways to breed with other races..... and unfortunately: They find female human very attractive (it's the smooth skin....which is somewhat similar to female's scales of their race). Which is why Levia-Human Hybrid is common while pure-blooded Levia is rare.

Despite of everything that happen between them.... Levia LOVE humans because of their Jerkass-ness. They are in love with the carnage and the sheer amount of greed and selfishness (both are actually virtues in Levia's culture) displayed by humans.

Humans, with their superior morality/ego, are obviously less than please to know that one of the greediest race in this universe admires them. It is the typical "Your Approval filled me with shame" thing.
