Especially for the British since the Tobruk campaign has pretty high material expenditure, for example, it technically takes 2 Crusaders to beat a German Panzer due to the British vehicles being outranged by Rommel's tanks.

That may be so, but anyway loans from that time are a joke to current GDPs of industrialized nations. Paying them back would be considered 'peanuts'.
