Not as high caliber, but Di Gi Charat Natsuyumi Special takes place in America, and the whole point of it is the Engrish character
Beck also has tons of random engrish thrown in out of nowhere, though it's not comedic basically at all. |

The Teacher from Azumanga Daioh (Yukari/Yurika/?) has some good Engrish jokes, since she is an English teacher, early in the series.
There is an entire episode of Excel Saga that makes fun of Engrish as well as the popularity of Anime in America. In fact, Excel will often simply sproute useless Engrish phrases for no apparent reason throughout the entire series. Colorful, an ecchi vignettes anime from 2001, has some great Engrish jokes scattered throughout. Specifically, a busty English Teacher that is trying to teach two of her Japanese students how to pronounce their L's and their R's. There aare also two American exchange students that speak in horribly formal Japanese (They always say "Watashi wa..." or formal phrases such as this), that are pretty funny. |

Even though it's an action show, I'll mention Black Lagoon which features a female Chinese-American protagonist, Revy, who often speaks in Engrish. In fact the OP itself is in Engrish. Her two piratical companions, Dutch and Benny, are also both Americans, but they don't lapse into Engrish with the same regularity as Revy.
