which one is the second one in taht picture. the pic that has a shot of them diagonally. the 2nd one nearest to the camera looks like one of the baddies from Power Rangers, which i grew up with.

That's Kamen Rider Black RX, and yes he was ported into the US under the title "The Masked Rider". And while I don't know about him being a bad guy, but he was used in a crossover with an episode of Power Rangers (the first one) IIRC.
