It's too suspicious to be a coincidence ... but well unfortunately the person mentioned in the link above might have more information on that mater then we do at this moment. If anyone remembers in one of the first chapters it was loosely mentioned that Negi was a prince and now we know that it really was the truth. So based upon that it is not so far fetched to assume that there is a connection between the person mentioned in the link above and the current events of the manga. The question is what it means ... at least it looks like the next chapter is going to be interesting ...

note that she's talking about mages. It could just be that there are 67m MAGES in the magical world, not counting the non-mage humans/demihumans. Have more faith

67 million of Megalomesembria citizens vs 1.2 billions world habitants... I don't think human mages are all living in one country, but who knows?

Negi says on ch 272 that the human population of the Magic World is around 500 million. 67 million is only the humans of Megalomesembria. So yeah, this means there are lots of humans mages living elsewhere.

If Negi and co. want to save everyone on Mars, they're going to have to fix whatever is causing that world to decay because there is no room on Earth for an influx of 1.2 billion people beings.

Huh, so that may be exactly why Chao wanted the world to reveal the existence of the magical word to everyone else: to prevent public shock at the surprise addition of so many people to the surface of the Earth. That way, if magic was revealed now, then the shock of magic existing would have dissipated by the time of the destruction of the Magical World, giving the inhabitants a viable place to go to.
