But what Ollerus is really after is to force Thor into a deal, to adopt Thor's identity to smuggle himself into GREMLIN's hide out.
Kakine's internal hierarchy got reversed because of Takitsubo's AIM Chaser. She unconsciously affected the Beetle05, making it the dominant unit in Kakine's whole system. The beetle Kakine now becomes an urban legend hero.
Also, Kakine getting affected by Takitsubo was actually expected by the Kihara.
Also, Kihara also has something called Human Resource(人間資源)/Agitate Halation at work. It seems to be related to Fremea and lv.0. My guess that it is something that controls coincidence and human encounter.

The collective will of the Misaka Network verbally lectures Accelerator, and dare him not to take the easy pathh. Also, the collective will still prefer Touma over Accelerator.

Also, Accelerator finally yo have some idea on Academy is just Aleister's Temple.

Other thing I should mention.

If Ollerus's words are to be believed, he actually wants to save to Fraulin too (And he is the only one who thinks that way in his group). And the purpose of creating this incident is just to test whether Fiamma of the Right can be left undetected among all the monsters that had gathered here. With himself smuggled into GREMLIN, and Fiamma undetected by everyone, Ollerus's set up is now completed.

Levinia reasoned that it is not Aleister lack the power to kill Fraulin, but in killing Fraulin can spoil Aleister's own secret. Kihara also interpreted that Kazakiri's design is based on Fraulin, and thus DRAGON as well, or even relates to Aleister's existence itself. This is the real reason why Farulin was imprisoned. Killing her would be like telling everyone how to kill Aleister too.

Also, Othinus's 50% seems to apply to everything she did. When she picked up the fridge box containing Dark Matter, her arm fells off for no particular reason just because the 50% failure kicks in.

Accelerator did not know the term "temple". But he finally connected the dots and begin to figure what Academy City's function really is. He then reconsider throwing his peaceful life behind and crush this city for real. And that's when the collective will of Misaka pop out telling him not to take the easy way out.

In the Railgun manga Touma and Misaki met during Daihaseisai. Though they didn't in the LN, since Kamachi writes the manga, it should be considered canon?
