It looks like they'll go straight to the manga material after all. Has it been confirmed though how many episodes this season will have? By the looks of it, it might be too cramped for 12 episodes but it will definitely be too stretched for 24 episodes unless they do a number of different things in the Sisters storyline.

Who knows they might add tidbidts of the current Railgun arc like more Misaki or they might even expand on ITEM.

We usually see some spoiler pictures on the 23rd of each month, a chapter summary shortly afterward, and raws around the end of the month

from what i see on a site i wont name, the next issue is named "A Certain Scientific Railgun Navigation Book" where it shows the characters of Railgun and some random scenes that have no connection with chapter 58 like this one.

Some manga sites have doujins loaded up to them. [mod edit: a certain site] has three chapters of a Mikoto+Touma doujin, for instance. That page up there might be another instance.

I think it was said that it will be 24 episodes, and I think there is a chance the Daihaisai arc will be in the remaining of the 12 episodes after the Sister arc if the manga can finish it off within the next 1~2 chapters. If not, then welcome massive filler arc again =A=

To clear the confusion:
A Certain Scientific Railgun Navigation Book is extra part of PREVIOUS DAIOH ISSUE (monthly magazine with Railgun manga) that was ALREADY RELEASED for the Railgun anime viewers.
It has 58 pages, at first it starts off with introduction to anime characters, then it continues with 4 Doujinshi and several refferences to manga.
Those images balongbitz posted are from it.

NOTE: a Doujinshi is essentially manga created by fans for fans
( even though when you try ti find some on internet, you will only find H-stuff )
Daioh released in past also some 4komas made by various autors, so it's normal for them to sometimes put extra non-canon stuff for fans.

Also, I looked at 2chan Railgun manga spoiler thread and there is no mention of what's in the current issue of Dengeki Daioh.
And I am pretty sure if there is a place where you can find the first-hand information, it's over there.

I'm thinking it will be slightly longer than 12 episodes, they'll probably adapt baking cookies with Saten, Saten chasing a rainbow, maybe salvage what they can from the Kongou chapters and then finish off with Liberal Arts City. There's really no excuse to add filler like there was for season 1. Daihaseisai could take another year to finish for all we know, so I'm not counting on that.
