Unfortunately, it can't really be translated into a coherent english sentence without sounding like the Grammatic Nightmare from the 7th Circle of Hell, but the gist of it is Kuroko is giving her greeting speech to Touma from Index episode 10 and Touma interrupts to make it sound like Kuroko is asking that he make a move on her first before making a move on Mikoto.

It sounds right in Japanese, but not in english.
