Make usergroups

Let's have the option to make usergroups

(If I ever find the person who gave me bad reputation for this simple suggestion, they shall suffer mercilessly.)

At the present I don't see any really good reason for public usergroups.

I've only used the feature right now as a neat way of giving
members of the "Staff" and "Sharing" team access to their
specific forums (which are invisible to anyone else).

The feature of public usergroups was designed for clans and what not. We don't have any here, and I think it would go against some rule.

Oh hmm, well there should be a rule then, since it would cause a lot of bickering about who gets to be in which group and fighting between groups and such.
