Except it looks like it's hung up next to a gothic dress and a maid costume.

Personally I think its probably a generic one for cosplay

I know but if you Google the name on the emblem, it's Tokyo Shinagawa which is a real district in Japan, and you'll get more pictures with that uniform and emblem.
