Spoiler for background explanation:
It is not an active ability of Raising Heart, but a passive one. The direct parallel to this is the "Tome of the Night Sky", where Reinforce was draining Hayate's Linker Core all the time despite not wanting to, because she was built that way. The bullet analogy doesn't quite fit. A better one will be that of fuel consumption. The Linker Core fuels the devices, and if the fuel does not get replenished fast enough, the engine runs dry. We already know what happens when a Linker Core gets severely drained, and that is because it happened in A's where Shamal forcibly drained Nanoha's Linker Core for the "Tome of the Night Sky". That Nanoha can use Raising Heart despite this limitation, means that her Linker Core regeneration rate exceeds that of Raising Heart's consumption, and this is something that Yuuno notes is not normal for most mages. Recall the first season where Nanoha was still unused to Raising Heart. She frequently felt tired from her early missions, and it is now explained that this is due to Raising Heart aggressively draining her Linker Core (something that has not happened to her before). It took a while before she got used to it, and by A's, it was perfectly normal to her. Cheers.

Well, that kind of excessive training did help Nanoha catch up with the amount of training compared to the others. And it DID do wonders for her linker core's capacity. (20 or so pages in the Book of Darkness at start of A's) makes you wonder what kind of training she does now... (And it makes me think of just how large is her capacity right now after 10 years.)

Well, if she was doing dual-path training (using one half of her mind to run around in training simulations and the other half to live her life) when she was nine, is there really any reason she would stop now?
Hmm. This is actually compelling evidence that Nanoha is a shark. They're the only other creature I know of known for 'sleeping' (and thus dreaming, which Nanoha's training is analogous to) with part of their brain at a time while the rest of it stays awake... |

Nanoha doesn't need to be a shark for that kind of ability. Women on average have better multitasking skills than most men, and Nanoha in that regard may just be your average woman - able to perform two tasks at once with little difficulty.
At any rate, Nanoha no longer has to worry about school life now, so she can dedicate her mental capacity to pure training when she has nothing to do. Although even pure mental practice may be sidelined when she now has the freedom to train anywhere she wishes.
