If North Korea launch a nuke, but it totally miss and land in the sea, and people don't realize it is a dud of a nuke until they fish it up, does that still qualify them for MAD?

I mean China and Russia do not want a war with the US and South Korea since they make tons of money off each other.

And given the fact that the North Korean military may not able to do much a loss would shatter their rule as well.
