It's definitely much better to be strong with a target on your back than to not be in the running at all:

I do think so since K-On was powerful in 2009 but Mio lost to Kana as well Kanade who was strong last year lost to a lower tier Yamada. So it is most likely that will happen and out of the characters it seems like Kirino has the largest anti-vote target out of the Madoka and Oreimo characters

Index will finish 2nd to Madoka in the final group, thus completely the Puella Magi sweep and ensuring Index's place as forever second place in everything.
