Well, of course, Akihabara should not have become a booming district in Tokyo if not for the help of countless anime series depicting it, aside from its revenues. Same goes for the setting of K-ON, which despite being closed long ago, has been a HTT shrine.

Anime has been helping tourism so it's impossible that they would keep things like a restrictive bill from affecting the relations of the two sectors.

Nothing will "happen" to any company. They will simply have to look over their shoulder not having a clear notion of what is and isn't okay when creating works. None of KyoAni's works (thinking of Key here) have been controversial to "reasonable people" as they've always muted any sexual activity in source material and focused on the emotional relationships. And, of course, the comedy is well within boundaries.

It will however effectively blueball romantic relationships. Never going to the sexual territory thanks to Bill 156. This was an act of eliminating redundacy if anything as most "daytime" anime never have the couple going full intimate like in American teenage comics like Scott Pilgrim.

Wait, one thing I don't quite get is, can't companies just publish outside of tokyo and sell it outside of Tokyo? This ordinance is only in effect for Tokyo right?

Well, the cellphones in japan are pretty powerful aren't they? Mangaka that get dropped from magazines would now have incentives to self publish on the web if they don't want to self censor.

They'd be the ones pushing for the new 'alternative' digital market.
