Thumbnails in photobucket are made by taking the image code:

and adding th_ right before the filename.

Then the image comes out like this:

After that, just link it to the original size and you're done.

Now, as to the reference, maybe an Evangelion reference? Misato wears a red-black outfit most of the time. Or maybe its from someone who wanted to create their own division for a fanfic or roleplay.

Alternatively, just check the pictures you want thumbnails, and press the "General HTML and IMG code" button at the bottom. No need to mess with the codes yourself.
