What's there to strengthen? His resolve is already unnaturally high. I don't think anyone in universe or out would blame him for moving on at this point. The only real obstacle in their relationship at this point is that Ritsu keeps giving him mixed signals. We as readers may know that she has feelings for him at this point, but Usa has no idea where he stands with her, so doesn't know if rushing a confession could ruin the little progress he has made with her or work out. Usa been trying his best the whole manga, so I think it would be vastly more interesting to have Ritsu "strengthen her resolve" and change their relationship herself instead of constantly making Usa put himself out there every time.

His resolve for her is sure strong esp when it comes to do everything for her sake but it is worthless considering their relationships is in a dead lock...
sure Ritsu may have been sending mix signals
but Usa was also not making things clear as well...
that is why Ritsu can use his previous oddball handler as an excuse...
confessing to her may not be answered immediately but Ricchan can no longer use 'that' as an excuse as to why he is nice to her and she as well may confront her true feelings for him...
esp. now that there are potential takers on both sides...
things that do not improves, what await is decay...
IF Usa didn't know where he truly stand then better make the first move
similar to any other confession in any other media. Western or eastern base
you will never know unless you do/make the first move
for better (accept) or worst (reject) they need to move forward...
and it is not like things will automatically go downhill if he is rejected...

I guess I am just sick of Usa constantly being the one to take the initiative in their relationship. Ritsu is not some goal to be achieved, or damsel to be rescued and they will live happily ever after. Relationships don't work when they are one sided even if there is mutual love. She needs to give something back or they will never truly reach an understanding and comfortable relationship even if Usa confesses. In my opinion, it's Ritsu's turn to shine and find out and go for what she really wants.
