My first thought as well was that she's the last girl of the picture book: the long hair (albeit not quite the color as in the book/flashback) , her (still uncertain) connection to Marika and Marika's unusual reaction to her.

Then again, her introduction is a bit strange for such an important character, she may be just the link to the 4th girl, as FelynxTiger suggested.

It'll be interesting to see whether the arc is really about the new girl or just about Marika after all.

Read what ImperialFlameGod8190 mentioned about this: Neither did Chitoge or Onodera even though they've met during that time (and probably relevant events). Also, Raku himself doesn't know how the promised girl is called and maybe wouldn't recognize her now either.

Chitoge and Onodera didn't remember they met Raku and each other until they saw their childhood photos

That could also be the case here. So there's a chance that she is the 4th girl

Oh god, the new girl is hilarious. She's like a typhoon that can't be tamed. Nobody seems to have any way of dealing with her yet. That and she acts like a dirty old man.

Kanon do remember that Chitoge didn't recognize raku at first and onodera whose been his classmate for a long time didn't realize that connection so that point is null and void about not recognizing raku at first.

I expect the fourth girl to love Raku and treasure the promise as much as Marika did and therefore remember him. I would find it odd if the promised girl was somebody who totally forgot about him. More importantly, it's been strongly hinted Marika knows who the fourth girl is, so if Mikage was the fourth girl she would be acting very differently around her.

Finally, it seems like Mikage is more interested in girls than boys (she asked Kosaki to become her woman

) and she's very supportive of Marika, so I seriously doubt she could be the fourth girl.

The way Mikage questions Marika and the wording "in your case" at the end of the chapter kind of suggest that the secret is rather about Marika. While this might involve the 4th girl as well the focus here seems on Marika's past/condition.

there is nothing serious in this manga even with the bloody rivality between Raku's and Chitoge's families no one died
but one question did we ever hear about Raku's mom?
