Wrong Rider, you're talking about G. Kamen Rider in question in that image is Decade, aka dimension-travelling Rider that can use the powers of other Riders and other main characters, and in this case Decade uses a Final Form Ride on Nanoha, i.e. transforming a character into a signature weapon, to turn her into a massive Raising Heart. The process is... kinda freaky as you can tell

If it helps at all, Nanoha calls him Akuma Rider (悪魔ライダー) in the comic.

If you guys really want a full translation of that image, I'll do it, but know that I have no knowledge of Kamen Rider whatsoever.

Well, Decade is commonly called "The Devil" or "The Destroyer of Worlds" in the series, so it's really just the White Devil with another fellow Devil

And yes, translation would be appreciated, especially want to know what Fate's reaction is
