I'll toss out the sadly overlooked Oh! Edo Rocket, a satirical look at political repression using the period of the Tenpou Reforms as its setting. The romance is a bit muted, though certainly there, and it won't satisfy someone who thinks "action" means gore, but if you're okay with those, you might find it hilariously funny.

Chuunibyou Demo Koi ga Shitai! was a pretty good one. There are "action" scenes, but they're probably different than what you're expecting...
I second Baccano!. The story is told in a confusing way, but the plot as a whole and quirky characters make it worth it. You might also like the To Aru series, although the light novels are generally better than the anime adaptations. My recommended watching order is Index I (up to episode 9) -> Railgun S (episodes 1-17) -> Index I (episodes 15-24) -> Index II (or read novels 7 and up since it was a poorer adaption). My reason for this is that the second season of Railgun has an expanded and remasted version of one of the best Index arcs. You can also watch the rest of Railgun anytime you want, although it has more slice of life.
