No, he essentially outsourced her DNA. He typically does that with his projects when he can't complete them himself, such as with Project Fate.

And from what I remember, Jail used the DNA on the Shroud, which Due stole, to create Vivio. However, Vivio later ran away with a Relic.

That is how I remember it, too. It wouldn't make much sense for him outsourcing stuff, considering how he already had the cloning facilities for the Numbers and Zest and the Shroud from Due. Plus, without Precia, I doubt there were any specialists in the field who would actually be better than Scaglietti...

Rather than outsourcing, he open sourced it. He says as much in StrikerS. He basically tossed the genetic code and his method of cloning online and told everyone "here's what I got so far. Kudo's to the person who finishes it."

There is a difference between cloning live DNA and cloning from a few dried up splotches over a hundred years old, after all. He did the same thing for Fate. The entire Project F was the result of Jail open sourcing his design, after which Precia got her hands on it and perfected the memory cloning with Fate.

When exactly does he say that (episode, time)? That particular bit about Project Fate has always been a bit sketchy in my book...

Keroko is right. Jail explains as much to the Numbers near the end of the series. Though he is the one who installed the Relic that give her the adult form.
