No, there's not a manga / game / LN prerequisite. Pyscho-Pass was anime-original, and it has a forum. As has been said many times in many places, when deciding whether to create a forum, the mods look at things such as the number of posts, the number of different forum members who post, the variety of different aspects of the show that are being discussed, and the overall intellectual content of those posts among other things.

His feet are more or less fine, it's pretty common to get uglier results with some sakuga scenes when you isolate the frames like this. The art quality itself isn't really the issue here.
It's just Eren having the expression of your average healthy teenager in action.

Yes, these should be his knees and the top of his boots.
But I think the tighs are too far away? I mean, isn't the space between his tighs on the upper part too far away?
(even if he'd be super skinny I doubt it could look like that? )

His body is ok. And even if it wasn't, those kind of details are irrelevant for sakuga scenes (if you look at the big picture).

Or it could be the other way around. The series has proven to be a great hit and they're looking to increase the budget by hiring more people to ramp up the animation even further....one can hope.
