Play around with filters and layer settings. A few minutes ago, I made this out of this and now I forget exactly how. So, I'll just try and re-do everything....

Step 1) I think this is the magical filter for this request - Artistic -> Poster Edges filter. The settings should probably vary depending on your photo. The photo I used was pretty bad because I was too lazy to find a decent stock photo.

Step 2) Motion Blur the same layer. I used an eighteen degree angle with a distance of ten pixels for whatever reason.

Step 3) Duplicate that layer. Gaussian Blur it. Mine was automatically set to 5.8 pixels for some reason and just flew with it.

I'm pretty sure I did something with this layer, but I've now changed it to Screen.

Step 4) Duplicate the first layer [the Poster Edge + Motion Blur one, not the Gaussian Blur'd one]. Use the same Poster Edge settings you used on the first layer and do it again to this one. Change the type of layer to Linear Dodge or Screen or whichever tickles your fancy. I prefer Linear Dodge, or at least in this instance.

.... doing it that way gave me this, which I think looks better at least....

But yeah, just play around and record what you do and see what you can come up with. I'm sure you'll be able to figure out how to make the edges look more pixellated [or at least nicer looking than going Pixelate -> Facet a few times now that I've looked back], like in Ryukishi07's backgrounds. I rarely touch filters, since all I really do is edit images and doodle.

Hey, how about calling him the sword boy as well? I mean he did have an awesome moment with the Fate Stay Night Effect XD

btw- I thought more about it why Kanon could be famous as "Cleaver Boy"
well I tell you why ( but not only for my View )
maybe it is because there exists a lot of "Sword Boys" and such. but "cleaver boys" are seldom just like "cleaver girls" maybe that's the reason why people like to give that title to character even if the only us a cleaver at one time or so XDDD well just what I suppose but me for myself has a lot reason xDDDD
