But if Issei gets made into a dragon again, shouldn't he be able to automatically become an ultimate class? Since Taninim was given a peerage in exchange for being a devil, and Issei's much stronger than him now.

Nowhere does it say that Tanninim got to Ultimate Class straight away.

Considering Ultimate Class is awarded not only based on strength but contribution to devil society, plus the inherent discrimination in the upper levels of the devils, Tanninim not only succeeded in the Rating Game but also made some kind of significant contribution.

Calm yourself. It's not like we're talking about the "real" Indra. It's the same as how South Park has the character "Jesus". There's the character "Jesus" and the deity "Jesus". It's the same as having a character version of a famous historical figure. Such as the way the Fate Series portrays King Arthur as an adorable moe blonde girl.

Trust me, I come from the southern United States and I'm surrounded by Baptists who treat any joke about Christianity or Jesus Christ as being pure hell-worthy blasphemy. But then there are also Christians who are wise enough to accept that not everybody conforms to their religion and that some people don't view Jesus as their lord and savior and therefor they are free to speak about him however they want and it's their business.

All reincarnated devil begin as low class then ascending bit by bit since elder member is such a blockhead, so even Taninim start as Low-class devil then gaining peerage and become ultimate class. maybe in next arc Ise will gaining peerage

I very much doubt that Taninim began as a low-class devil. Given his status, strength,and reputation as one of the dragon kings, I think he could have bargained for a peerage in return for services to the devils. It's like how the Romans used to grant land, citizenship and titles to barbarian chiefs in the past in return for their allegiance and support against other barbarians--especially in the later stages when Rome was powerless against the hordes. Seeing how the devil world was and still is highly vulnerable due to the severe loss of pure-bloods, I wouldn't be surprised if Taninim was able to struck a generous deal with devils.The Maous are not idiots, they should very well know the service of a dragon king worth more than a title and a deserted piece of land.Issei on the other hand joined the congregation originally because there wasn't much of a choice.
