Yeah, Gigai or not, they always seem to have access to their powers. Even Rukia was able to use Hado a little bit while she was stuck in her gigai back during the first arc of the series.

Even though it may not be considered canon, I'm assuming Urahara can leave his gigai and take on his shinigami form since he did so within the 3rd Bleach movie. (That was pretty cool).

Probably. Fortunately for the protagonists of this series, no one is ever around to see such phenomena take place. It's quite convenient.
