An anime with an evil/criminal lead or one with a firm personality or a cut to the chase kind of anime.

Something like Genocyber, MD Geist, Cybernetic Guardian, Tatoon Master, Berserk, Hellsing Ultimate, Bastard, ichiban ushiro no daimaou, hagure yuusha no estetica, great teacher onizuka.

Not looking for anything like Bleach or Naruto or One Piece.

Based on what you say, these titles immediately come to mind:

Death Note
Code Geass
Monster although the "lead' isn't really evil but the show is all about the main "villain" anyway.

I'll second Death Note and Code Geass

my additions:

Samurai X Pretty much fits your request
Kaze no Stigma Falls more in line of the "firm personality" and no frills story telling
Black Lagoon Lead is a flake, but the co-stars / setting are right in line with your asking.

He's not the lead (instead, he's the antagonist), but Hamdo, from Now and Then, Here and There is one of-if not the most-truly evil characters you'll see in anime. And, not in the angsty-teen-driven way so many of anime's "villains" are.
