This plan is pretty much welcoming uncertainties like that.
That's why they're experimenting.

But someone other than a hero? If it's a civilian, who cares? If it's a villain, who cares? If it's someone important, the Heroes wouldn't harm them.

If two heroes are in conflict and clash against each other, it will be simply a test of resolve against one another. Unlike bad guys, their resolve is pretty much what drives them to win in most cases.

What with the whole heroes fighting one another thing, it really reminds one of Marvel...

Ok, that works.

Wow, this really is some serious fourth wall breaking we're having here

I'm surprised we haven't got crazy already trying to define what a "hero" is. Guess we'll all be using Touma as a model.

You take Kiritsugu, draw a circle around him, and write outside of that circle "Heroes".

That's the definition

Uncertain elements referring to themselves as heroes pose a threat to the development of the advanced technology that lies at the core of Academy City.
From the looks of it, though, Hisako is denoting anyone unpredictable or threatening enough to be a hero. I would think that any uncertainties would definitely be denoted in this as heroes as well.

Geez, Hisako was really hammering at he fourth wall, wasn't she? There are huge cracks in the wall but it still seems to be standing.

I don't think Touma should really be used as a model here. Hamazura falls into Hisako's definition as well.

More like put on pedestal other people that he encountered/ saved is sort compared with aqua of the back in term determination and resolve

Really though, the ability to direct heroes seems like magic rather than science

It's been said before magic in Index is more science-like than the supposed actual science. I guess this confirms it. Though the process for creating espers should've been a huge giveaway.

Man the glasses dude really impressed me this volume. I thought i already had him figured out and then he has to go and become an even bigger badass than before. I fear for hamazura's position as the 3rd protagonist :'(

Ok...does anyone else notice the resemblance the Agitate Halation plan has with Karen/Bunny Girl's Objective Alice plan from A Simple Monitoring?

All this about heroes appearing or being summoned is like parody of Fate/Zero

in NT, every character can be a hero be it a so called weak LVL 0 to a LVL 5's with really dark past.

remember a certain song about heroes

And, actually. That stuff about heroes was used by both Magic and Science sides. So what's the hype about it?
