it looks like the chair is controlled by the steering wheel and the accelerator/brake, not what is happening in the game

Especialy as the chair move too much on the vertical for a car.

I think the vertical tilting is to simulate acceleration and deceleration. When it tilts back you feel pressed into the seat, just as you would if the car were accelerating.

Most motion simulators I've been on do that.
