If your internet connection is faster, does it make your BIttorrent DLs faster?

Because I'm planning on switching to a faster internet and I'm hoping an improvement of speed, but since your download speed depends on others, I wasn't so sure.

Yes, it does especially with multiple torrents.

My internet speed is 256 but most of my bittorent download is still slow.... Below 20-30kB/s most of the time. Sometime its less than 10kB/s. sigh....

It's faster IF you were maxing out your connection before and IF the torrents are well seeded and everyone is sharing. Also, it depends on the number of concurrent torrents you are running.

For example, I'm on a 3/1Mbps (d/u) cable connection. I download at least 5-8 concurrent torrents and I sometimes max out the connection. It alll depends on the sharing amount. I could be "mean" and set 10-20 concurrent and max my download connection but that might give a bad upload ratio (some people do this).
